Copenhagen Triggers Outcry When 'Danish Text' Leak

Yesterday morning, reporters with this news agency, exclusively acquired two proposal drafts from the convention,marked 9:30,Dec. Proper Tips for Halloween Costume11,about the upgraded version of the Kyoto Protocal and the United Nations Framework Convention on Climate Change. These two manuscripts were submitted to the Conference for negotiation by the Secretariat of the United Nations Framework Convention on Climate Change. They represented the negotiation result in the past week.

From the drafts of the two text, he two-track system which developing countries insist on has been confirmed, the Kyoto Protocol Attachment - the emission reduction obligations for countries in the second commitment period will be stipulated in the form of the upgrade Kyoto Protocol. The participation of non-contracting parties of Kyoto Protocol such as U.S.A. will be stipulated under the frame of climatic change frame convention. Two drafts contain another two single negotiations which reflect the achievement of official discussion in two years. The negotiation part of Kyoto Protocol doesn't include the United State.

It was formulated in article one, clause three in the Upgraded Version of the Kyoto Protocol that emission reduction obligations in the second commitment period of Annex One countries is to `reduce 30 to 45 percent on the basis of 1900`, higher than the base line of 25 percent suggested by IPCC. However, the exact date of such commitment remains unclear. The drafts set forth two plans for option, with one period between 2013 and 2018, another between 2013 and 2020. Further, the drafts do not set forth an exact figure about the fund offered by the developed countries. And, the convention also does not identify if the amended convention is still legally valid.

The Convention discussion draft was submitted by the long-term ad hoc cooperation group. It was quite different from the UN Proposal up to 200 pages appeared before. The most obvious difference is this [draft on AWG-LCA president`s proposal" has merely 7 pages` content, which indicates that increasing consensus was reached in the latest week.

However, for the legal binding convention and financial support this two differences focus, draft still not explicitly. It is not mentioned that the agreement would be a "legally binding" document in preamble of the draft , which is very important and very worrying. Oxfam international senior climate adviser AntonioHill said: " A legally binding document is required by developing countries. If there is no legally binding document, why should consume so much time to negotiate?" In the proposal document, long-term capical support goal, market transaction mechanism, and the strengthening of practical measures & relevant methods have not been detailed.

At the same time,the UN climate-change summit was trapped by scandals on Dec.9,because "The Guardian" of England divulged a draft resolution dominated by western countries on Dec.8. This draft not only gives developed industrial countries a bigger say in negotiations on climate change problems in future, but also undermines the role UN played on this issue as well as abandons the emission-cutting principle of [Kyoto protocol". The draft resolution aroused strong criticism and rejection of developping countries because it remarkably confined the industrialized process of developping countries.

According to the report by British [Guardian", the draft resolution named Danish Text is actually a [Western secret agreement". Because it is jointly drafted by several Western industrialized countries including the United States, British Kingdom, Denmark and so on. The draft abandoned the spirit stipulated in Kyoto Protocol, in which the developed countries take the lead in emissions reduction, and the developing countries should reduce emission forcibly. That is the "common but differentiated" principle. According to the per-capita emissions standards of draft, the developed countries can discharge more than double of greenhouse gases than the developing countries.
